On July 13, 2023, Senate Majority Leader Chuck Schumer and Senator Mike Rounds introduced a 64-page amendment to the FY2024 National Defense Authorization Act establishing the UAP Disclosure Act of 2023. The amendment was modeled on the 1992 JFK Assassination Records Collection Act and would have created a presumption of immediate disclosure for all UAP-related federal records, with a 25-year mandatory declassification window and an independent Review Board appointed by the President.
