This CIA OXCART-controlled file records a February 1965 exchange between CIA Special Activities and Scientific Intelligence over a high-speed unidentified object seen near Puerto Rico in November 1964, with Navy radar film and pilot reporting reviewed to rule out the YF-12A.
CIA Special Activities asked Scientific Intelligence to analyze Navy radar film and traffic after a UFO report near Puerto Rico during 18-24 November 1964. The initiating memo says CINCLANTFLT had been told the object was a YF-12A, but CIA believed ONI had been convinced it was not a YF-12A or similar Lockheed aircraft. The Scientific Intelligence response described a Navy F-8C pilot's delta-shaped visual observation, a USS Gyatt radar track, and a relative speed of about 3,800 knots. The response treated the Atlantic Fleet Weapons Range as a possible reconnaissance target and noted no evidence that any MiG-21 reconnaissance activity was based in Cuba.

Request OSI, possibly in conjunction with OEL, evaluate the radar photography to determine if any further information can be gotten through a thorough scientific analysis of the material relative to a high speed, high altitude UFO.p.6
Request on completion of OSI study that the attached documents, film and prints be returned to the TCO/BCO/OSA for return to Navy.p.6

As you can see by the cable originated by the Commander, Caribbean Sea Frontier, to Commander in Chief Atlantic Fleet, date time group Ol/2048Z December, CINCLANTFLT was informed that UFO identified by CO Ramey as being YF-12A.
