Grusch's Sworn Opening Statement, July 2023
Unidentified Anomalous Phenomena: Implications on National Security, Public Safety, and Government Transparency, House Oversight Subcommittee Hearing (Grusch / Fravor / Graves), David Grusch Opening Statement.pdf
David Grusch's sworn opening and closing statements to the House Oversight National Security Subcommittee, alleging that the U.S. government secretly operates a multi-decade UAP crash retrieval and reverse-engineering program outside congressional oversight.
Brief
Grusch, a 14-year intelligence officer who served as co-lead UAP analyst at the NGA and as a UAPTF member, testified under oath that during his official duties he was informed of a 'multi-decade UAP crash retrieval and reverse engineering program' and was subsequently denied access to it. He filed a PPD-19 Urgent Concern with the ICIG after spending four years corroborating accounts from credentialed military and intelligence community sources, who supplied photography, official documentation, and classified oral testimony. He explicitly names 'Non-Human Reverse Engineering Programs' in his closing statement and frames potential disclosures as an 'ontological shock' that could unlock civilizational advances in propulsion, material science, and energy.

Key points
- Grusch held GS-15 civilian rank at the NGA, the military equivalent of a full-bird Colonel, and was co-lead for UAP and trans-medium object analysis, reporting to both UAPTF and AARO.p.1
- He filed a PPD-19 Urgent Concern with the Intelligence Community Inspector General, triggering his formal whistleblower status.p.1
- His testimony draws on four years of corroboration from multiple credentialed current and former military and IC personnel who provided photography, official documentation, and classified oral testimony.p.1
- In 2019 the UAPTF director tasked Grusch to identify all SAPs and CAPs relevant to the office's congressionally mandated mission.p.2
- During that tasking he was informed, through official channels, of a multi-decade UAP crash retrieval and reverse engineering program, and was denied the additional read-ons required to access it.p.2
- He states he suffered retaliation following his decision to report the information to superiors and multiple Inspectors General.p.2
- His closing statement characterizes the alleged programs using the phrase 'Non-Human Reverse Engineering Programs,' a qualifier absent from most official UAP language.p.3
- He frames successful investigation as potentially yielding breakthroughs in propulsion, material science, and energy production and storage that would surpass current state-of-the-art.p.3
Verbatim
I was informed, in the course of my official duties, of a multi-decade UAP crash retrieval and reverse engineering program to which I was denied access to those additional read-on's.
p.2I became a Whistleblower, through a PPD-19 Urgent Concern filing with the Intelligence Community Inspector General (ICIG), following concerning reports from multiple esteemed and credentialed current and former military and Intelligence Community individuals that the US Government is operating with secrecy - above Congressional oversight - with regards to UAPs.
p.1My testimony is based on information I have been given by individuals with a longstanding track record of legitimacy and service to this country – many of whom also shared compelling evidence in the form of photography, official documentation, and classified oral testimony.
p.1I am driven in this duty by a conviction to expose what I viewed as a grave congressional oversight issue and a potential abuse of executive branch authorities.
p.2It is my hope that the revelations we unearth through investigations of the Non-Human Reverse Engineering Programs I have reported will act as an ontological (earth-shattering) shock, a catalyst for a global reassessment of our priorities.
p.3As we move forward on this path, we might be poised to enable extraordinary technological progress in a future where our civilization surpasses the current state-of-the-art in propulsion, material science, energy production and storage.
p.3
Most interesting
- Grusch was 'cleared to literally all relevant compartments' during his UAPTF tenure, making his denial of access to the retrieval program a deliberate compartmentalization decision, not a clearance gap.
- His NRO reservist duties included coordinating the Presidential Daily Brief, placing him at one of the highest information nodes in the IC.
- The explicit use of 'Non-Human' in 'Non-Human Reverse Engineering Programs' is a rare instance of that qualifier appearing in sworn congressional testimony rather than in advocacy or media contexts.
- Grusch corroborated his sources over four years before testifying, a timeline that predates the 2021 ODNI preliminary assessment that publicly acknowledged UAP as a genuine phenomenon.
- The statement is delivered under oath, carrying legal weight that distinguishes it from unsworn public claims or media interviews Grusch gave in 2023.
