In July 2023, Senators Chuck Schumer and Mike Rounds introduced the UAP Disclosure Act of 2023 as an amendment to the FY2024 NDAA, modeled on the JFK Assassination Records Collection Act, to mandate declassification of government UAP records and assert federal eminent domain over any privately held recovered UAP materials.
The amendment was co-sponsored by Senators Marco Rubio, Kirsten Gillibrand, Todd Young, and Martin Heinrich. A substantially stripped version passed in the FY2024 NDAA signed by President Biden on December 22, 2023, omitting the eminent domain provision and the independent review board's most expansive declassification powers. Schumer and Rounds reintroduced strengthened legislation in 2024.
